Managing VAT Compliance Obligations

The introduction of VAT in GCC member states, traditionally viewed as tax-free jurisdictions, has brought several compliance obligations and associated challenges. After three years of VAT in UAE and two years in Bahrain, overall tax landscape continues to evolve by way of updates to Executive Regulations, VAT guidance and public clarifications issued by tax authorities, learnings from VAT audits and assessments etc. With VAT going live in Oman on 16 April 2021, businesses are expected to file their first VAT return by the end of July 2021.

While the vision of GCC member states was to implement VAT on a common framework, however, it appears that each member states have implemented VAT with certain variations, mostly to do with compliance procedures. Given this, businesses having a regional presence should identify the nuances, possible gaps in compliance and take the right action to keep up with the evolving compliance environment in each jurisdiction. At the same time, local businesses have to keep track of developments in other jurisdictions and prepare themselves for on-coming compliances.
